Mr. Anthony Chuks Obuh, MNIM, presently
occupies the enviable post of Permanent Secretary in the Delta State
Public Service and posted to a highly sensitive seat of the Government
House, Asaba. His rise to the position of
Permanent Secretary in the Public Service came by dint of hardwork,
having distinguished himself as an administrator with exceptional and
influential contributions to the growth of the Public Service in Delta
State.
Anthony Chuks was born into the Obuh family of Oki, Ika South Local Government Area on 27th January, 1957. Having been born into a family that adore education, he attended St. John’s II primary School, Agbor from 1964 – 1969 from where he obtained First School Leaving Certificate. Thereafter, he proceeded to the St. Anthony’s College, Ubu-uku and Government College, Ughelli from 1969 – 1975, from where he came out with a top flight certificate of “Division I’’. Encouraged by his performance at the West Africa Examination Council (WASC).
Young Anthony immediately advanced to the Prestigious University
of Ife, Ile-Ife, from 1975 -1979, where he earned a Bacholor of Arts
(Combined) Honours, History/political. Having equipped himself with
sound education, Mr. Obuh joined the Teaching Service Commission of the
defunct Bendel State in the capacity of Master Grade II and taught
History at the Mary Mount College, Agbor from 1980 – 1982. Following his
desire to serve his State in a greater capacity, Mr. Obuh joined the
Administrative Class of then Bendel State Civil Service in 1982 as
Assistant Secretary II, his competence and efficiency was quickly
detected, which saw him being utilized in capacities above his ranks.
In furtherance of the need to prepare himself to meet the challenges
poised by the Public Service, he proceeded to the University of Ibadan,
Ibadan in 1986 for a Masters degree in Industrial and Labour Relations
(MILR), which he successfully completed in September, 1987. In 1993, as a
principal Personnel Officer, Mr. Obuh was posted to function as
Director of Personnel Management of the Governor’s Office. He rose
through the ranks steadily and served in Directorial positions cutting
various Ministries and Parastatals, which include:
- Director, Loans and Investments, Ministry of Finance and Economic Planning;
- Director, Planning, Research and Statistics, Ministry of Finance and Economic
Planning;
-Acting Chairman, Bendel Insurance Company Limited;
-Acting Chairman, UIDC;
-Alternate Director, PAMOL Industry Limited;
-Director, Public Service matters, Office of the Head of Service;
- General Manager, Delta Transport Service Limited,
- Director, Office of the Secretary to the State Government, Governor’s Office.
- Director, Loans and Investments, Ministry of Finance and Economic Planning;
- Director, Planning, Research and Statistics, Ministry of Finance and Economic
Planning;
-Acting Chairman, Bendel Insurance Company Limited;
-Acting Chairman, UIDC;
-Alternate Director, PAMOL Industry Limited;
-Director, Public Service matters, Office of the Head of Service;
- General Manager, Delta Transport Service Limited,
- Director, Office of the Secretary to the State Government, Governor’s Office.
Having served in all the Departments mentioned above, and distinguished himself, as assiduous and indefatigable, Mr. Obuh, wasted no time in gaining the confidence and trust of the State Government to serve in a higher capacity where his experience and knowledge can be of greater benefit to the State. As a result, in June, 2006, he was appointed to the enviable post of Permanent Secretary in the Delta State Public Service.
Mr. Obuh is a Member of the Prestigious Nigerian Institute of Management (NIM) and has also attended a number of Seminars and Workshops both in Nigeria and Abroad.
Due to his experience and hardwork, he was retained in the Office of the Secretary to the State Government, where he has hitherto serve as Director. This was an innovation in the administrative structure of the Office of the Secretary to the State Government, as he was the pioneer Permanent Secretary. By June, 2007, following his performance, in Secretary to the State Government’s office, Mr. Obuh was posted to the Directorate of Government House and Protocol, where he is till date.
Mr. Obuh who has been a source of inspiration to the officers in the Public Service is indeed a blessing to the Delta State. He is blessed with a lovely wife, and four children (Two boys and two girls).
